“Based on per capita income, Jefferson is the most prosperous county in West Virginia, but the lack of affordable housing has become an increasing problem. As the Panhandle’s population has grown and housing costs have increased, large numbers of working people have been priced out of the market. Before the real estate bubble burst, new subdivisions with expensive homes popped up like mushrooms. Some ended up foreclosed and/or devalued, while the need for affordable housing remains.
